2. No legal job would exist in which characters are asked to steal from others. However, thieves exist in the game at present, and so long as they avoid legal attention or consequences, it's entirely possible for them to continue their work.
3. Canon characters applied for should include a favorable ratio of canon to headcanon. So if the character is so minor that she can only be characterized by coming up with headcanon, the app would likely be rejected. If, however, there are sufficient canon appearances and interactions to demonstrate her personality, applying should be fine!
