Characters can absolutely kill residents! Generally speaking, actions taken toward non-journaled, non-intermediary NPCs, are yours to work out within reason. That said, there can be IC consequences and we appreciate you approaching us to check, especially considering the volatile nature of current tensions in-game.
While Thisavrou doesn't have a proper government, it does have the intermediaries, who are contacted in the event of violent crimes. They would make inquiries and (if needed) reach out to others who specialize in the particulars of forensics and investigation. Once a guilty party was determined, the intermediaries would speak with them to determine motive and an appropriate response. The process is individual, and tailored both to the criminal and to those they have affected, although murder is obviously viewed as a severe case.
Under normal circumstances, that would be the end of it-- the Savrii place complete trust in the intermediaries, and anyone still troubled by the outcome would be spoken to personally. At present, however, it's a safe bet that consequences could be larger-reaching, and fuel the tide of public outrage.
