In the game's new setting, characters are self-sufficient in terms of governance, dealing with conflicts, etc—in other words, there's no IC system to jail or expel characters who cause serious trouble. Villainous (or at least, antagonistic) characters do exist in the game, and the limited resources and common peril everyone faces has generally served as impetus for at least a show of cooperation.
However, that doesn't mean mean that more disruptive characters could not have a place in the game, particularly those with a shorter arc. Larger-scale villainy might require a player plot submission, but more personal conflict would generally be fine.
